The sectors we recruit for, staffed with skilled and unskilled workers from Asia and Africa. Romanian law now allows a placement only where the occupation appears on the Ministry of Labour's List of Shortage Occupations, republished in Monitorul Oficial.
Civil works, roads, bridges and utility infrastructure.
Site crews for civil works, roads, bridges and utility infrastructure — from a pair of welders to a full multidisciplinary crew for one project. Every trade is interviewed online and given a work trial in the candidate's home country before a profile reaches you, and the application, the visa and the residence permit run through us.
IT engineer · Programmer · Draughtsman and designer7 trades
IT support, network and data roles, which are on the shortage list. Software development is not on it: a developer reaches Romania on the highly qualified route, which the employer files directly.
Support, network and data roles — helpdesk and support technicians, network technicians, data-entry operators — which appear on the Ministry of Labour's shortage list. Software development does not: a developer enters Romania on the highly qualified route, which the employer files directly, and we will tell you that rather than take an order we cannot legally fill. What we screen for is the work itself — a ticket worked through on a call, a network fault found, a data set entered clean — alongside the English or Romanian the desk needs.
Head chef · Kitchen assistant · Pastry chef11 trades3 corridors
Hotels, restaurants and catering, front and back of house.
Kitchens, front of house and hotel floors — head chefs, pastry and pizza chefs, kitchen assistants, waiters, bartenders and dishwashers. Trade tests happen before anyone travels, and arrival, accommodation and the first-day paperwork are arranged so a season does not open a person short.
Field, greenhouse and harvest crews, sized to the window you need them for. Seasonal work is booked well ahead, because the state's decision on the application and the consulate appointment set the pace — most placements run three to five months from signed order to first day.
Industrial manufacturing and assembly: maintenance technicians, welders, tailors and sewing-machine operators, loom operators, packers and locksmiths. Machine trades are tested at the machine in their home country, so what reaches you is a candidate who has already done the work, not a claim on a CV.
Industrial, commercial and facility cleaning — cleaning staff, housekeepers and hotel housekeeping attendants, office and industrial cleaners, window cleaners and building maintenance workers, for plants, offices, hotels and sites. Entry-level work, on exactly the same permit chain and the same no-fee rule as every other role we fill: the candidate pays nothing, the occupation is checked against the shortage list before we take the order, and we screen for reliability, the shift pattern and the standard a hotel floor or a clean hall expects. These crews come through our Sri Lanka and Türkiye corridors.
Packing, picking and distribution for fast-moving goods.
Packing, picking and distribution for fast-moving goods, where the shift pattern matters more than a trade certificate. We staff by the crew rather than the individual hire, and keep one contact for the length of the placement.
Treatment, reception and facility staff for spa and wellness operations — masseurs and wellness massage therapists, hairdressers and barbers, nail technicians and spa attendants. Screening weighs the guest-facing half of the work — language, presentation, discretion — alongside the technique itself, which is tested hands-on before anyone travels. The shortage list covers massage, hairdressing and manicure; cosmetology is not on it, and we say so rather than file for it.
Care assistant · Elderly-care worker · Residential care worker4 trades
Social care and personal assistance roles.
Social care and personal assistance roles — care assistants, home carers for the elderly, residential care workers, home helpers. These are placements into somebody's home or ward, so conduct, references and language carry as much weight in screening as experience does, and we say no when a file does not hold up. Carers and auxiliaries are on the shortage list; a general nurse is a regulated profession outside it, and we do not file for one.
Mechanic · Vehicle body repairer · Vehicle assembler8 trades
Component production, assembly and logistics.
Component production, assembly and logistics: mechanics, vehicle body repairers, assemblers, auto electricians, tyre fitters, panel beaters and vehicle painters, for plants and for the workshops that supply them. A mechanic or a painter is tested on a vehicle in their home country, as every machine trade we place is, so the profile that reaches you records work done, not a claim on a CV; the application, the visa and the residence permit then run through us.
Sorting, processing and waste handling crews — sorting-line operators, recycling plant operators, baler operators, yard workers and collection drivers. Most of this corridor runs through the United Arab Emirates, where candidates are already used to contract work away from home, which shortens onboarding. The screening is for the shift and the site: steady hands on a line, a licence that holds for the vehicle, and the safety habits a yard needs from the first day.
General labourer · Site helper · Warehouse helper5 trades
Entry-level roles filled from outside the EU, with the full permit process handled.
Entry-level roles filled from outside the EU — general labourers, site and warehouse helpers, packers and loaders, for construction, production, agriculture and logistics. The occupation still has to appear on the List of Shortage Occupations for the application to be legal — there is no catch-all unskilled entry; every one names its industry — so we carry that check, the single application on the state platform, the visa and the residence permit. The worker pays no fee at any step.
Truck and trailer driver (C/CE) · Bus driver (D/DE) · Forklift operator4 trades3 corridors
Truck, trailer and bus drivers, forklift operators and warehouse staff.
Truck and trailer drivers (C/CE), bus drivers (D/DE), forklift operators and warehouse staff, for haulage firms, logistics centres and passenger transport. Driving roles carry licensing of their own: the licence is recognised or exchanged in the destination country, Code 95 and the tachograph card are arranged where the work requires them, and ADR only for dangerous goods.
We recruit and screen experienced truck, trailer and bus drivers and coordinate the professional licensing, qualification, immigration and deployment requirements that apply to each driver and destination country.
Skills, experience, licence and compliance checks.
European licence process
Recognition, exchange or licensing steps that apply in the destination country.
Code 95 & digital cards
CPC / Code 95 and the tachograph card, where required.
ADR (if required)
Only for dangerous-goods assignments, where required.
The shortage list
One list decides what we may staff
Since 8 August 2026 a placement agency may only recruit for an occupation on the Ministry of Labour's List of Shortage Occupations — the list in force is Ordin MMFTSS nr. 1.073/2026, published in Monitorul Oficial nr. 649 of 6 August 2026. Eleven of our twelve fields are on it; the twelfth, IT, only in its technician tier.
We check the list before we take an order, and say so the same day when the answer is no.
Every field above is matched to the list by occupation code, not by the sector's name.
Software development is not on it: a developer reaches Romania on the highly qualified route, which the employer files directly.
