The complete guide to hiring non-EU workers in Romania

The full procedure end to end — the single application, the visa, the residence permit — step by step, and the three-to-five-month timeline most placements run to.

OUG 32/2026 rewrote this guide on 8 August 2026: the aviz de angajare — the employment permit — was abolished, and OG 25/2014 was repealed. Hiring a non-EU worker now runs through three distinct administrative stages: the single application filed on the WorkinRomania.gov.ro platform, the D/AM1 or D/AM2 long-stay visa (at the consulate in the candidate's country), and the residence permit (after arrival in Romania).

The total duration usually runs three to five months, depending on the country of origin, the season the file is submitted in, and how complete the documents are at the first step. None of these deadlines is set by the recruitment agency — they are set by the authority that issues the approval and by the consulate's appointment schedule.

Two new conditions are checked before anything else: the occupation must appear on the List of Shortage Occupations (Lista ocupațiilor deficitare), and the visa file must include travel medical insurance of at least 30,000 EUR.

A file submitted correctly at the first attempt, with the documents complete, is the most effective way to shorten the real duration of the process — more effective than any promise of 'fast processing'.
