What this actually is
What workforce support & compliance means
The services around a placement that a worker cannot arrange from another continent and an employer should not have to improvise: legal consultancy, accommodation and meals, transport, professional certificates and language training.
What it covers
- Legal consultancy for non-EU workers on residence, taxation and their rights under Romanian law
- Accommodation and meals arranged near the workplace
- Transport between accommodation and site
- Professional certificates and qualification recognition
- Romanian and English language training
- Training delivered with partner companies for role-specific skills
- Settling-in support once the worker is on site: the induction, the paperwork of daily life, and one contact for the questions that follow
The six services
Six services, one contact
Each can be ordered with a placement or on its own. Say which you need on the enquiry, and we quote it beside the roles.
Legal consultancy for non-EU workers
Residence permits and their renewal, the worker's tax position, a change of employer or role, and the rights and obligations both sides carry under Romanian law — answered by the team that files the applications every day.
Who asks for itEmployers hiring from outside the EU for the first time, and HR teams with workers already on site and a question the law answers differently for a non-EU citizen.
Ask about thisAccommodation and meals
Housing near the site found, inspected and contracted before anyone lands, with meals arranged where the shift pattern or the location calls for it; the standard and the split of the cost are written into the contract.
Who asks for itEmployers whose site is away from rented housing, and crews arriving together for a season or a build.
Ask about thisTransportation
Pick-up on arrival, and the daily run between the accommodation and the site where public transport does not reach it or does not match the shift.
Who asks for itSites outside town, shifts that start before the first bus, and crews housed together.
Ask about thisProfessional certificates
Qualifications earned abroad recognised where Romanian law requires it, trade certificates obtained or renewed, and the safety and hygiene courses a site or a kitchen demands before the first shift.
Who asks for itRegulated trades — electricians, welders, drivers, food handlers — and any employer whose client audits the crew's paperwork.
Ask about thisLanguage training (Romanian/English)
Romanian for the site and for daily life, and English where the site works in it: basic orientation before departure, then classes on site arranged around the shift pattern.
Who asks for itCrews who will take instructions in Romanian, supervisors working in English, and any employer whose safety briefing has to be understood first time.
Ask about thisWorker training with partner companies
Role-specific training delivered with partner companies — a machine, a process, a standard — before the first shift or alongside it, so a worker is productive sooner and safely.
Who asks for itEmployers with a specific process or machine to learn, and sites where the standard is the client's rather than the trade's.

Advantages
Why employers use us for this
Practical expertise
Experience managing international workers across multiple industries and countries.
Dedicated support team

Compliance-focused

The added value
- These services are available around a placement, or on their own where a company already has the workers.
- Everything a worker needs to start is arranged before the first day, not improvised after it.
- One contact for all of it, for the length of the placement.
When to choose it
When this is the right one
You are hiring non-EU workers for the first time.
You already have the workers but not the arrangements around them.
You want one contact for the whole of it rather than four suppliers.
Your workers are on site, but the permit renewals and the paperwork of daily life are eating your HR team's time.
Our proven process
What actually has to happen
Six steps in a fixed order — the visa cannot be applied for before the state has approved the job. We carry all six, and publish a figure only where a published instrument fixes one.
- ProfileWe build the candidate's profile against your role and screen the CV before you see it.
- Interview & testingOnline interview, and a work trial in the candidate's home country.
- DocumentationWe prepare the employment and immigration file with the candidate, then lodge the single application on the state platform and track it. Romania ended the separate work permit on 8 August 2026.
- Right to work & visaLong-stay visa for employment, D/AM1 or D/AM2. The single application is lodged on the state platform, and the visa is issued by the Romanian consulate in the candidate's country.
- Travel & arrivalOnce the visa is issued, we coordinate the journey, the arrival and the first days on site.
- Residence & post-deploymentAfter arrival we arrange the residence permit, then stay the contact for the length of the placement.
No step in this chain is paid for by the worker. OUG 32/2026 forbids a placement agency from taking any commission, tariff or fee from the people it places, and holds the employer answerable for the same rule. Source: OUG 32/2026 art. 11, 23

Questions we get asked
Who pays for accommodation and transport?
That is set per contract, the same as the permit costs, and we quote it alongside the placement so there is no cost the employer discovers later. What we arrange is housing near the site — found, inspected and contracted before anyone lands, to a standard written into the contract — and the run between it and the site where public transport does not reach or does not match the shift. Whether the employer carries it in full or the worker contributes within what Romanian law allows is agreed up front, in writing, and explained to the worker before departure.
Are these services available on their own, without a recruitment contract?
To a company, yes. If you already have the workers — placed by us or not — we can take on the arrangements around them: the legal questions, the housing, the transport, the certificates, the classes. What we do not do is sell them to individual workers: the no-fee rule applies to everything we do, and it is the employer who orders and pays.
What does the language training cover, and where does it happen?
Romanian for the site and for daily life — the words of the trade, the safety briefing, the shop and the doctor — and English where the site works in it. Basic orientation starts before departure, online; classes continue on site or near it once work has started, arranged around the shift pattern. How far a worker gets depends on where they start and on how much time the rota leaves, so we do not promise a level by a date.
What does it mean to have a professional certificate recognised?
That a qualification earned abroad is accepted in Romania for the purpose you need it for. Where a trade is regulated, the competent authority has to recognise the foreign document before the worker may do that work; where it is not, the employer or its client may still ask for a Romanian certificate or a course — welding, electrical, food hygiene, a safety card. We find out which applies to the role, gather the documents, and file for the recognition or book the course; the original certificate stays the worker's.
How do you keep in touch with the workers once they are on site?
One named contact of ours, reachable in a language the worker speaks, for the length of the placement. The induction on arrival, the paperwork of daily life, the renewal of the residence permit and the questions that come up at nine in the evening all go through that person, so they do not land on your HR team — and so a problem on site reaches us while it is still small.
How does your screening reduce the risk for the employer?
By testing before anyone travels. Every worker who reaches you has been interviewed against your written requirement, has done a practical trial at the trade in their own country, has had the documents the application needs checked, and has been briefed on the job, the site and the country. Fewer surprises on the first day means fewer early departures, and a complete file is one less reason for the state to ask again.
For the full range of immigration services we handle beyond a placement — including a business visa, a secondment or an EU citizen registration — see the immigration services page.
How the administrative side runs
The part nobody photographs, said plainly.
- One person is your contact from the first enquiry through the placement, whichever service it is
- Every document a worker or an employer sends is held as the privacy notice says and deleted on request
- Each step of the chain is on record — the employer portal shows what was filed and what is next
